关于提升机场工程咨询评审价值的研究

民用机场建设工程,不论是运输机场还是通用机场,都有法定的基本建设程序,以及对应的评审要求。评审基本原则是独立、公正、科学。但如何实现、提升机场工程咨询评审的价值,既是完成评审工作的基本要求,也是体现评审单位业务水平与差异化服务的关键所在。本文基于现民航基建程序规定的项目评审,研究在首先保证评审质量前提下如何提高效率,如何让评审对项目产出效益,以及如何强化评审的增值服务等综合提升评审单位的评审价值。     

航空经济发展的金融需求分析--基于“供给领先”和“需求跟随”的金融发展理论

帕特里克论证了金融体系在提高存量资本和新增资本配置效率、加速资本积累中的作用,提出了“供给领先”和“需求跟随”的金融发展理论。基于产品生命周期理论,我们将航空经济的发展阶段界定为形成期、发展期和成熟期。在形成期,金融支持模式主要是由政府主导的“供给领先型”模式,金融需求主要有基础设施建设资金需求,航空产业长远发展的资金需求,吸引企业入驻资金需求,以及已入驻企业的研发资金需求;在成长期,“需求跟随型”金融支持开始占据主导,主要的金融需求有生产、生活设施建设的资金需求,企业规模化生产的资金需求,航空型人才培训的资金需求;在成熟期,以市场主导的“供给领先型”金融支持又将航空经济发展推向一个更高的阶段,此时的金融需求主要包括企业转型升级的资金需求,企业技术创新的资金需求,以及保障企业长远发展的资金需求。

Connectivity levels and the competitive position of Spanish airports and Iberia’s network rationalization strategy, 2001-2007

This paper examines the connectivity of the Spanish airport system between 2001 and 2007. Over the period, network carriers considerably strengthened the connectivity between Spanish airports and major European hubs. Although OneWorld is still the dominant alliance in Spain, SkyTeam and Star achieved a larger connectivity share through the growth of indirect services provided through their northern European hubs. In addition, the network rationalization strategy of Iberia and its decision to concentrate operations at Madrid-Barajas had important implications for the connectivity of other Spanish airports. Low-cost carriers have boosted direct connectivity from secondary Spanish airports.

Application of early risk detection concepts and methods to environmental health. A German feasibility study

Early risk detection is essential for being able to address the most important environmental health risk‐topics in a persistent and prospective manner. In support of the action programme “Environment and Health” (APUG) of the German Federal Ministry of Health and Social Security (BMGS) and the Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU) which recommended that a detection and evaluation system for the timely recognition of emerging risk problems be developed, a qualitative feasibility study was commissioned. The results of this study are presented here and support the development of an early risk detection system based on the insights gained from the investigation of case studies and the differentiation and presentation of a risk typology, methods, tools, and suggested organizational processes.

The study has shown that early risk detection includes the identification, characterization, evaluation and dissemination of information on possible risks as well as the circumstances of appearance and distribution. The goal is the recognition of possible risks in order for risk management to be able to introduce swift and appropriate measures. Consequently, it can also serve as an instrument towards further development of a balanced and structured implementation of the precautionary principle in the environmental health policy.     

Detecting jumps from Lévy jump diffusion processes

Recent asset-pricing models incorporate jump risk through Lévy processes in addition to diffusive risk. This paper studies how to detect stochastic arrivals of small and big Lévy jumps with new nonparametric tests. The tests allow for robust analysis of their separate characteristics and facilitate better estimation of return dynamics. Empirical evidence of both small and big jumps based on these tests suggests that models for individual equities and overall market indices require incorporating Lévy-type jumps. The evidence of small jumps also helps explain why jumps in the market index are uncorrelated with jumps in its component equities.
